Harry Brown, Executive Director

Mr. Brown’s 20 year career in public policy, management, and business development, has included a direct involvement in the energy and conservation sectors at both the state and national levels. Having acted as executive director of a statewide organization that served as Maine’s sole aggregator of renewable electricity at the residential and small business levels (serving the state’s two largest power grids), and developed a regional solar technology import and distribution business, Mr. Brown has a direct and extensive understanding of the technical, social, economic, public policy and environmental considerations related to the adoption of renewable energy and clean power technologies, and the infrastructure required to accommodate them. During his tenure as director of the renewable electricity aggregator, Mr. Brown served as key member in a coalition that successfully advocated for Maine’s adoption of the Regional Greenhouse Gas Initiative (RGGI), he assisted in the rulemaking process for developing the state’s first publically offered residential renewable electricity plan, he lobbied for state and federal legislation to expand the renewable portfolio standard and policies to incentivize the adoption of renewable energy technologies, and he was an outspoken advocate for energy efficiency and conservation.

Earning a Master’s degree in public policy from the Muskie School of Public Service, Mr. Brown worked as a researcher and policy analyst for the Muskie School and later as a project manager for a Maine based policy and consulting firm. Mr. Brown currently serves as Executive Director of the Environmental & Energy Technology Council of Maine (E2Tech), a statewide trade association serving over 150 firms and organizations, including grid scale wind power developers, renewable energy technology installers, distributors and developers, and businesses operating as part of the supply chain for Maine and New England’s clean tech sector. Mr. Brown also serves as E2Tech’s project lead for The Maine Wind and Ocean Energy Industry Initiative and a venture to develop Maine’s first renewable energy park at the former Brunswick Naval Air Station.
